Photograph and record the wall before anyone touches it. On a historic property the documentation is not paperwork you do afterwards. It is what determines whether the repair gets approved, what it is allowed to be made of, and whether you can prove later that the work matched what was there.
St. Augustine's historic districts are governed by architectural review, and stucco is one of the materials boards look at most closely, because getting it wrong changes the appearance of a building permanently. The good news is that a well-documented repair is usually a straightforward approval. The delays come from applications that cannot show what the existing wall is.
Why old stucco is a different material
This matters before you photograph anything, because it changes what you are looking for.
Historic stucco in this region is generally lime based. Lime is soft, porous and slightly flexible. It lets a wall breathe, and moisture that gets in can move back out through the surface. Modern stucco is Portland cement based, which is much harder, much less permeable, and effectively waterproof.
Patch a lime wall with a cement mix and you have created a problem rather than solved one. The hard patch traps moisture behind it, and because the patch will not yield, the surrounding original material takes the stress instead. It spalls around the edges of the repair. On a coquina or soft masonry substrate, which a great many older St. Augustine buildings have, the damage can go into the fabric of the wall itself.
So the first question any reviewer will ask is what the existing render is. If you cannot answer it, the application stalls.
Photograph before anything moves

A close-up of the damage edge, where sound material meets failed material. This shows the layer structure: how many coats, how thick, what the substrate is.
Any surviving original surface texture, photographed in raking light. Late afternoon sun across the wall reveals a float or trowel texture that flat midday light hides completely. This is the single most useful photograph you can take, because matching texture is where repairs visibly fail.

Details that will need to be reproduced: quoins, bands, reveals around openings, drip edges, any molded profile.
Take more than you think you need. You cannot go back and photograph a wall you have already opened.
What to record beyond photographs
Where the damage is, relative to the building. Mark it on a simple elevation sketch. Boards think in elevations.
What is above and around it. Most stucco failure on older buildings is water arriving from somewhere else: a failed gutter, a missing kickout flashing, a leaking sill, a downspout discharging against the wall, ground level built up above the base of the render. Note what is there, because the review will want the cause addressed rather than the symptom covered.
Approximate thickness of the render, measured at a broken edge. Historic work is usually applied in two or three coats and is often thicker than modern.
Whether the wall has been repaired before, and whether those patches are harder, a different color, or cracking around their edges. Previous cement repairs on a lime wall are extremely common and they tell you a lot about why the wall is failing now.
Moisture readings, if you can get them, and the date and recent weather. A wall photographed after a week of rain reads differently from the same wall in a dry spell.
The one test worth having
A mortar or render analysis identifies the binder and the aggregate in the existing material. It tells you whether the wall is lime or cement, what sand was used, and roughly in what proportion. That is what allows a repair to be specified as compatible rather than merely similar, and it is what turns "we will match it" into something a reviewer can approve.
It is a small cost against the risk of the wrong mix, and on a contributing structure it is often what the board wants to see.
What the review will want to know
Expect to answer:
- What is the existing material, and what do you propose to repair it with
- How much of the wall is affected, and how much are you removing
- How will the texture and color be matched
- What caused the failure, and what is being done about that cause
- Are any original details being altered, and if so how
Notice that only two of those are about the patch itself. The rest are about knowing what you have and why it failed.
What not to do before the assessment
Do not pressure wash it. High pressure strips soft lime render and can drive water deep into the wall. It also destroys the surface texture you need to match.
Do not scrape back to "sound" material to see how far the damage goes. That is a decision to make with the assessment, not before it.
Do not seal or paint it to tidy it up ahead of an inspection. A modern impermeable coating on a breathable wall is its own failure, and it hides exactly what needs to be seen.
Do not remove anything you cannot put back. If a molded detail is loose, photograph it in place, then keep it. Original material is the best possible template.
The order that works
Photograph and record first. Establish the material, ideally by analysis. Find the water source. Then design the repair, submit it with the documentation, and only then open the wall.
Doing it in that order is slower for about a week and faster by months, because the application arrives complete.
